The initiative followed a decision made in 2025 at the sixth meeting of the Conference of the Parties to the Minamata Convention on Mercury \u2014 to completely phase out amalgam by 2034. Nevertheless, the region is currently experiencing limited progress in implementing this plan.<\/p>\n<p>At a two-day regional workshop in Bangkok, representatives from health authorities, environmental agencies, technical experts, and other stakeholders discussed transforming convention commitments into concrete actions. The agenda covered <strong>regulatory framework reform, financing, human resource development, supply chain logistics, and environmentally sound management of amalgam waste.<\/strong><\/p>\n<p>The transition to safer and more environmentally friendly filling materials is embedded in a broader transformation of dental care provided for in the WHO Global Strategy for Oral Health (2023\u20132030) and regional frameworks, in particular the WHO Plan of Action for Oral Health in South-East Asia (2022\u20132030). These documents prioritize <strong>prevention, minimally invasive approaches, and patient-centered care<\/strong>, integrated into primary health care and universal health coverage, as well as expanded access to safe and effective materials without mercury content.<\/p>\n<h2>Significant gap in achieving targets<\/h2>\n<p>The Global Strategy set a target: by 2030, 90% of countries should implement measures to reduce or completely phase out amalgam. However, as of 2024, only 19% of countries in the Southeast Asian region have achieved this, while the global average stands at 31%.<\/p>\n<p>Dr. Katarina B\u00f6hme, the responsible official of the WHO regional office for South-East Asia, emphasized that the phase-out of amalgam represents <strong>an opportunity to protect human health and the environment<\/strong>, as well as to advance a more sustainable model of dental care. She noted that <strong>intersectoral cooperation is critical<\/strong> to maintaining access to effective treatment during the transition period.<\/p>\n<h2>Thailand&#8217;s practical experience<\/h2>\n<p>Thailand, one of three pilot countries of the GEF-7 project &#8220;Reducing the use of dental amalgam&#8221; (financed by the Global Environment Facility), has demonstrated a tangible reduction in the application of amalgam. The country achieved this result through <strong>prevention-oriented oral health policy, increased implementation of mercury-containing materials phase-out, and improved waste management systems.<\/strong><\/p>\n<p>Thailand also piloted <strong>amalgam separator technology<\/strong> \u2014 devices for capturing amalgam particles in dental wastewater and reducing mercury discharge into the environment.<\/p>\n<p>Dr. Damrong Thamrongzlaohaphan, director of the Thai Bureau of Oral Health, noted that the project helped <strong>reduce amalgam use while strengthening prevention-oriented policy, promoting mercury-free alternatives, and improving amalgam waste management.<\/strong><\/p>\n<h2>Required investments for successful transition<\/h2>\n<p>The transition will require more than simply replacing one material with another.
